The official end of the COVID-19 public health emergency took place on May 11, 2023. With the relief, came the audit of the parts that worked to support society in those hard times with an understanding of the numbers of fully vaccinated.

During the pandemic, there was a need and demand for access to digital COVID-19 test and vaccine records. That is why the Сity and the State developed apps to store vaccine information. New Yorkers were able to use the Excelsior Pass Plus and the City’s NYC COVID SAFE app.

Now, there is a question of what will happen with the NYS Wallet that hosts the Excelsior Pass Plus COVID-19 vaccine credential. What will happen with the personal data of those who got vaccinated for a NY vaccine passport? Let’s learn the available facts online.

NY Vaccine Passport Program

To visit public places, New Yorkers used to show a paper immunization card. There was a digital way of doing it as well. One could show proof of vaccination through the aforementioned Excelsior Pass app or the City’s NYC COVID SAFE app. The collected app data presented a New York Vaccine Passport Program for the citizens of the Big Apple.

A New York Vaccine Passport isn’t a regular passport when you get a valid 2×2 passport photo online or at a store, fill out an application form, and then apply at an acceptance facility. Still, it was a vital document at a time that allowed access to places and venues in New York.

As we recall, all residents 12 years old and up were to show proof of vaccination to enjoy indoor dining in restaurants and visit entertainment venues and fitness facilities. Children under 12 were to wear masks in those places. Indoor businesses had to have their mask and vaccine requirements observed. There was an indoor mask mandate altogether.

The Excelsior Pass Plus app was developed for a secure, digital copy of a COVID-19 vaccination record. It accommodated a safe to vaccination information. The Excelsior Pass Plus was validated by the State of New York (NYS) and stored the vaccination type, site, and date. It worked just like a CDC Vaccination Card.

The Excelsior Pass Plus during the COVID-19 public health emergency was not only used but also received statewide support. These efforts provided knowledge for New York on digital credentialing. The City and the State remain interested in the possibilities and ways the technology can be effective in the future.

New York State (NY) Vaccine Passport & Excelsior Pass Plus Today

In May 2023, we witnessed the official end of the COVID-19 public health emergency. Of course, there is now a reduced demand for access to digital COVID-19 test and vaccine records through http://epass.ny.gov/

The New York State doesn’t recommend the app usage any longer. The host of the Excelsior Pass Plus COVID-19 vaccine credential, the NYS Wallet, is to be discontinued. There won’t be technical support or future version release of the NYS Wallet.

Excelsior Pass Plus gathered your data—however, it continues to be private and secure. At the same time, the Excelsior Pass Plus and the NYS Wallet App are no longer available starting from July 28, 2023. New users can’t download the Excelsior Pass Plus from app stores or register to get a NY electronic vaccine passport.

Though the NYS ends the service, you can save a COVID-19 vaccination proof on your mobile phone in case you ever need it in the long run. You can use the app to show it as the receipt of COVID-19 vaccine.

Please note, that in the situation when the app is unable to operate or if the app fails, no technical support will be available. To be on the safe side, you can get a screenshot of your current digital Excelsior Pass as proof of vaccination to protect against serious illness from COVID-19. You can save the image in your phone memory.

As an additional option, you can also obtain your vaccination records from your health care provider. For more details please use the link https://covid19vaccine.health.ny.gov/excelsior-pass-update.

The news about the discontinuation of the NYS Wallet should have reached all the New Yorkers by now. It is to be discontinued as of July 28, 2023. However, some citizens might have missed the alert if there were no app notifications on. New York has conducted additional public outreach about the NY app vaccine passport and the discontinuation of the NYS Wallet. The City residents should receive the information and make informed decisions about the app usage.

New York Vaccine Passport Data: Security & Privacy

The users’ data collected by Excelsior Pass Plus remains private and secure. It’s not accessible for sales or marketing activities. The Excelsior Pass Plus data will not be shared with a third party.
